The Texas Municipal League Intergovernmental Risk Pool, located in Austin, is a public entity risk pool providing workers’ compensation, liability, and property coverages to more than 2,800 Texas local governments. The Pool is seeking a Member Services Manager in the Member Services Department.

The work consists of varied member services management duties. Diverse customer needs contribute to the complexity of the position. The purpose of this position is to manage the provision of services to Texas Municipal League Intergovernmental Risk Pool members in an assigned geographic area. Success in this position contributes to efficient and effective provision of services to members.

This position:

  • Performs annual reviews with membership to discuss risk management recommendations.
  • Reviews various exposures and makes recommendations.
  • Acts as primary Pool liaison to members and potential members within a defined geographic territory.
  • Assists members and potential members with coverage and risk management matters.
  • Recommends appropriate coverage to members and potential members.
  • Performs analysis of casualty and property claims; presents results to members.
  • Assists members with re-rate exposure summaries; explains coverage.
  • Interprets competitor policies to ensure that the Pool is providing viable coverage at competitive prices.
  • Assists with special city events; coordinates the insurance documentation of large events; assists in determining the need for additional coverage.
  • Works with members and potential members in the completion of internal forms.
  • Reviews requests for proposals and ensures Pool’s compliance with required specifications.
  • Troubleshoots members issues and communicates membership need to management.
  • Maintains a variety of files and records.
  • Prepares a variety of regular and special reports.
  • Markets Pool services to potential members; attends industry trade shows; makes public presentations.
  • Performs related duties.
  • Attends various conferences throughout the year.
  • Participates in team that is responsible for developing new products and services.

Knowledge and Skills Required:

Education and Certification:

A bachelor’s degree in a related field such as accounting, finance, insurance, risk management, or business preferred. A minimum of 5 years of experience in insurance, government, or related field.

Possession of or ability to readily obtain a valid driver’s license issued by the State of Texas for the type of vehicle or equipment operated.

Insurance designations preferred such as CPCU, ARM, CRM, CIC, or AIC.

Starting salary is dependent upon qualifications with a minimum monthly salary of $6,648.09. Position carries a complete benefits package, including Medical, Dental, & Vision Insurance; participation in the Texas Municipal Retirement System and a 457 Deferred Compensation Plan with a Roth option.

The work consists of varied duties associated with the litigation of subrogation claims. Success in this position contributes to the recovery of funds from responsible third parties.

The successful candidate for this position will have experience sufficient to thoroughly understand the work of subordinate positions to be able to answer questions and resolve problems, usually associated with one to three years’ experience or service.

This position:

  • Evaluates, develops, and executes strategies for the successful litigation of subrogation claims.
  • Conducts discovery by taking depositions and preparing requests for and responses to written discovery, including requests for disclosures, interrogatories, requests for production, and requests for admissions.
  • Attends court hearings and trials on behalf of the Pool and advocates for the Pool’s position on legal issues.
  • Negotiates settlements with third-party defendants, third-party insurance carriers, and attorneys for employees who have received workers’ compensation benefits.
  • Researches and briefs case law and Texas statutes related to subrogation claims.
  • Researches and briefs legal questions pertinent to the agency operations.
  • Communicates with members regarding the status and evidentiary development of subrogation matters.
  • Position assigns and reviews the work of a paralegal through conferences, reports, and observation of litigation activities.
  • Performs related duties.

Knowledge and Skills Required:

  • Knowledge of the legal elements of the causes of action and theories of subrogation that form the bases of subrogation claims.
  • Knowledge of statutes and case law that govern issues specific to the Pool’s subrogation claims, including the Workers’ Compensation Act and the Tort Claims Act.
  • Knowledge of procedural rules and common practices for conducting discovery, settlement negotiations, hearings and trials.

Functional Overview:
The candidate will work in agile team that is highly integrated with business users, development team, business analysts, project management, and the Quality Management Team. The candidate will work with other stakeholders to plan and develop manual and automated test suites for a specific set of products. The ideal candidate is excited about providing new tools and improvements to the QA team to make the overall testing process more efficient.

Responsibilities of the position include:

  • Work closely with BA’s, App managers, business users to lead testing efforts using agile methodology.
  • Contribute to and promote teamwork in a multi-vendor environment developing complex multi-layered enterprise applications.
  • Perform manual, data-driven, integration and performance testing as needed.
  • Perform integration testing; validates and tests all integration points between internal applications and external services.
  • Design and implement manual and automated tests cases and conditions.
  • Document defects and issues.
  • Use existing tools and techniques to execute test cases and build/script new test for cases.
  • Work with automation testing by providing strategies and tests cases; generate automated testing cycles.

Reporting to a Senior Loss Prevention Representative, the Loss Prevention Representative provides services and resources to help reduce the frequency and severity of actual and potential losses.

A Loss Prevention Representative:

  • Provides loss prevention services to members in an assigned geographic area
  • Prepares for site visits to understand potential exposures and hazards; reviews and prepares correspondence related to visits; and prioritizes visits
  • Coordinates and schedules training programs to help meet the loss prevention needs of members
  • Researches member exposures, hazards, and related solutions
  • Provides member training in specific areas as requested
  • Gathers information for property valuations as needed
  • Contributes articles for newsletters

  • Valid Texas motor vehicle operator’s license
  • Possession of relevant designations such as Certified Safety Professional (CSP), Associate in Risk Management (ARM), or Certified Risk Manager (CRM) is beneficial
