The Texas Municipal League Intergovernmental Risk Pool, a dynamic service-oriented organization, has an immediate opening for a SUBROGATION SPECIALIST in the Legal/Subrogation Department, working out of its main office in Austin.

Working under the general supervision of the department manager, the Subrogation Specialist supports subrogation efforts by performing specialized duties related to the recovery of funds from responsible third-parties.

The Subrogation Specialist will be responsible for:

  • Reviewing claim files to evaluate collection potential and develop strategies for recovery.
  • Collecting and evaluating the completeness and accuracy of documentary evidence as to amount of damage and liability of third parties.
  • Determining proper strategies to secure recovery.
  • Evaluating evidence of causation in complex property losses for purposes of evaluating third-party liability.
  • Coordinating with experts and third parties in complex property losses to arrange joint examinations and expert opinions.
  • Corresponding with parties against whom subrogation claims are to be made; negotiates payment plans.
  • Negotiating with other insurance companies and attorneys to reach agreements and maximize recovery settlements.
  • Maintaining files and records for all cases.
  • Recording and processing all recovery payments.
  • Processing reimbursements to policy holder deductibles.
  • Performing related duties and fulfilling other responsibilities as assigned.

Requirements:

  • Knowledge of the subrogation process.
  • Knowledge of legal research principles.
  • Knowledge of relevant insurance and workers’ compensation laws.
  • Knowledge of standard insurance documentation.
  • Knowledge of relevant disciplines of causation experts.
  • Knowledge of traffic laws.
  • Skill in decision making and problem solving.
  • Skill in interpersonal relations and in dealing with the public.
  • The ability to develop clear and concise written reports.
  • Efficiency in all modern office practices and procedures, personal computer, and standard office software is required (including internet applications); also, the ability to adapt to new technology quickly.
  • The ability to communicate clearly and effectively, both verbally and in writing, and be able to establish and maintain effective working relationships with co-workers, supervisors, third-party attorneys and adjusters, and the general public as required by the position.
  • The ability to travel throughout the State, as necessary.

Minimum Qualifications:

A bachelor’s degree in paralegal studies, business, insurance, public administration, or a closely related field plus minimum of three years’ experience; or equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Adjuster’s license or other insurance certification preferred but not required.

Underwriter Trainee

The Texas Municipal League Intergovernmental Risk Pool, a dynamic service-oriented organization, has an opening for an Underwriter Trainee specializing in commercial lines of business in our main Austin office. The ideal candidate will have an understanding of basic insurance principles and will have previous experience as a Customer Service Representative, Rater or other insurance-related experience.

Specifically, this position will develop the skill set to:

  • Communicate in writing and orally with the Pool’s members and prospective members regarding coverages, underwriting policies, re-rate, proposals, bids and premium audits;
  • Analyze members’ loss records, contributions (premiums), coverages, and rating exposures;
  • Calculate and apply contributions for member coverages on bids, proposals and re-rates that reflect established rates and guidelines;
  • Research coverage questions/contract interpretations and make recommended modifications;
  • Evaluate member contract terms and conditions against coverage conditions.

The ability to work independently and with sound judgment is required. The successful candidate must be able to communicate effectively both verbally and in writing, and must have a basic understanding of insurance principals or units of local government. Analytical skills are required including a working knowledge of spreadsheets and databases along with automated workflow. The successful candidate must possess the skills to establish and maintain effective working relationships with other Pool employees, public officials, members, and prospective members. Valid Texas motor vehicle operator’s license is required

Minimum starting salary is dependent upon qualifications (minimum $5,400 monthly) . Position has a complete benefits package including Major Medical, Dental, & Vision Insurance; participation in the Texas Municipal Retirement System; and a 457 Deferred Compensation Plan with a Roth deferral option. A promotional opportunity to Underwriter is anticipated based on successful training and performance.

Loss Prevention Representative

The Texas Municipal League Intergovernmental Risk Pool, located in Austin, Texas, a public entity risk pool providing property, liability and workers’ compensation coverages to more than 2,700 local governments in Texas, is seeking a Loss Prevention Representative.

Reporting to a Senior Loss Prevention Representative, the Loss Prevention Representative provides services and resources to help reduce the frequency and severity of actual and potential property, casualty, liability, and workers’ compensation losses.

This position:

  • Provides loss prevention services to members in an assigned geographic area;
  • Prepares for site visits to understand potential exposures and hazards; reviews and prepares correspondence related to visits; and prioritizes visits;
  • Coordinates and schedules training programs to help meet the loss prevention needs of members;
  • Researches member exposures, hazards, and related solutions;
  • Provides member training in specific areas as requested;
  • Gathers information for property valuations as needed;
  • Contributes articles for newsletters;
  • Attends continuing education and training.

Knowledge and Skills Required:

  • Knowledge of potential risks in local government operations;
  • Knowledge of risk management and insurance principles;
  • Skill in decision making and problem solving;
  • Knowledge of safety principles, practices, rules, and regulations;
  • Skill in the preparation of written correspondence and reports;
  • Skill in conducting on-site risk exposure inspections;

Education, Experience and Certifications:

  • A bachelor’s degree in risk management, occupational safety and health, or a closely related field is preferred;
  • Experience sufficient to understand the principles relevant to the major duties, associated with two to three years’ experience in a similar position;
  • Possession of certifications related to duties of the position , such as CRM , ARM , CSP , etc . are preferred;.

Loss Prevention Training Specialist – Human Resources

The Texas Municipal League Intergovernmental Risk Pool, located in Austin, Texas, a public entity risk pool providing property, liability and workers’ compensation coverages to more than 2,700 local governments in Texas, is seeking a Loss Prevention Training Specialist to provide training services to Pool members in the areas of human resources, organizational development, leadership, and supervision.

Reporting to the Assistant Loss Prevention Manager, the Loss Prevention Training Specialist – Human Resources will be responsible for providing professional human resources related services and training to the Pool’s membership. The qualified candidate will also address identified trends and perceived/potential exposures to loss in an effort to prevent, reduce, and mitigate losses associated with employee relations, supervision, leadership, and other public entity organizational employment practices..

The Loss Prevention Training Specialist – Human Resources:

  • Researches and develops educational curriculum, training programs, and classroom and electronic materials related to identified trends and potential issues and exposures in order to better educate, inform, and bring awareness to key issues affecting the Pool’s membership
  • Develops and delivers training presentations on various human resources, employee relations, supervisory, and leadership issues to Pool members and conference and seminar participants
  • Provides and coordinates on-site education and training for Pool members to help address risks, trends, and exposures through lectures, hands-on instruction, exercises, activities, and group discussions
  • Contributes to newsletters, videos, and other media
  • Prepares correspondence to document training activities and member contacts
  • Participates in loss review meetings with Pool staff and Pool members to help review potential issues and identify potential actions to address exposures or trends
  • Monitors and analyzes State and Federal legislation and trends related to the employer/employee relationship and updates Loss Prevention staff with new laws, requirements, or court rulings in order to better serve Pool members
  • Analyzes related loss trends and exposures across all lines of coverage provided by the Risk Pool
  • Participates in and/or prepare special projects as assigned
  • Attends necessary continuing education and training in order to maintain any current certifications and continue to broaden subject matter expertise

Educational and Experience Requirements & Preferences:

  • Bachelor’s Degree in Human Resources Management, Organizational Development, Management, Business Administration, Public Administration, or related field, is required
  • Extensive experience managing a Human Resources Department/program for a local governmental entity is highly desired
    Senior Professional in Human Resources (SPHR), Professional in Human Resources (PHR) or similar professional designation(s) is preferred
  • Extensive knowledge of organizational development, leadership/supervisory techniques and tactics is required, as is the ability to deliver related training programs to Pool members to convey the importance of supervisors and managers within the organization
  • Comprehensive knowledge of human resource programs, best practices, policy/procedure development, and associated risk mitigation techniques, including expertise in Federal and State laws affecting the employer-employee relationship (EEOC, ADA, FMLA, FLSA, etc.) is required
  • Familiarity with Texas Workers’ Compensation statutes and regulations is strongly preferred
  • Experience in developing and delivering dynamic training presentations and written materials is required
  • Excellent communication skills, including the ability to speak and write effectively, to establish and maintain effective working relationships with other employees, public officials, outside agencies/organizations, and Pool members is required
  • Excellent computer and technology skills, use of media, applications, as well as presenter devices such as projectors and other related equipment is required
  • Proficiency with personal computer and Microsoft Office products including, but not limited to, Outlook, Word, PowerPoint, and Excel is required
  • Experience with Civil Service (Texas 143), Meet and Confer, and Collective Bargaining preferred
  • Valid Texas driver’s license and good driving record required
  • Extensive in-state travel (average 2-3 nights per week) on behalf of the Pool is required
